Section 4 - Elections, Meetings → 연방 의회의 조직
The Times, Places and Manner of holding Elections for Senators and Representatives, shall be prescribed in each State by the Legislature thereof; but the Congress may at any time by Law make or alter such Regulations, except as to the Place of Chusing Senators.
The Congress shall assemble at least once in every Year, and such Meeting shall be on the first Monday in December, unless they shall by Law appoint a different Day.
제 1항 → 연방 의원 선출

상원과 하원의 선거 시기, 장소, 방법은 각 주 의회에서 정한다. 그러나 연방 의회에서 언제든지 법률에 의하여 그러한 규정을 제정 또는 개정할 수 있다. 다만, 상원의 선거 장소에 대한 사항은 예외로 한다.
제 2항 → 연방 의회 집회

연방 의회는 일 년에 적어도 한 번은 집회해야 하며, 법률에 의거해 다른 날짜를 지정하지 아니하는 한 집회일을 12월의 첫째 월요일로 한다.
제 1항) 상원과 하원의 선거 시기, 장소, 방법은 각 주 의회에서 정한다. 그러나 연방 의회에서 언제든지 법률에 의하여 그러한 규정을 제정 또는 개정할 수 있다. 다만, 상원의 선거 장소에 대한 사항은 예외로 한다.
