[미국 헌법 읽기] 전문 (Preamble)

세계법제정보센터(https://world.moleg.go.kr/web/main/index.do?1=1)라는 사이트를 이용하면 세계 각국의 법제 정보에 대해서 쉽게 찾아볼 수가 있습니다. 원문과 함께 번역본이 지원되어 있는 것도 있습니다. 저는 영어 공부를 할 겸 미국 헌법을 읽어보려고 합니다.

The Constitution of the United States → 미합중국 헌법

헌법은 constitution이라는 용어를 사용합니다. 'the United States'라고 하면 미국이라고 해도 큰 문제는 없지만 연방국가라는 의미를 살리기 위해서 앞으로 '미합중국'으로 칭하겠습니다.

Preamble → 전문

We the People of the United States, in Order to form a more perfect Union, establish Justice, insure domestic Tranquility, provide for the common defence, promote the general Welfare, and secure the Blessings of Liberty to ourselves and our Posterity, do ordain and establish this Constitution for the United States of America.

본 문장은 'We the People of the United States do ordain and establish this Constitution for the United States of America.'으로 '우리 미합중국 국민은 헌법을 제정한다'라는 내용입니다. 주어는 'We the People of the United States'인데 'We'와 'the People of the United States'가 동격으로 서로의 의미를 보강하고 있습니다. 아마 헌법을 만든 것은 특정인이 아니라 국민임을 명시하고 '우리'라는 말을 통해서 더 강조해주는 것 같습니다.

그리고 주어 뒤에 반점을 찍고 'in Order to~'의 부사구가 들어와 헌법 제정의 목적을 설명하면서 문장이 길어졌습니다. 

 

헌법 제정의 목적

• to form a more perfect Union: 보다 완벽한 연합(연방) 형성
• to establish Justice: 정의 확립
• to insure domestic Tranquility: 국내 평안 보장
• to provide for the common defence: 공동방위 규정
• to promote the general Welfare: 국민복지 증진
• to secure the Blessings of Liberty to ourselves and our Posterity: 우리들과 우리 후대를 위한 자유의 축복 확보

우리 미합중국 국민은 보다 완벽한 연합을 형성하고, 정의를 확립하고, 국가 내 평안을 보장하며, 공동방위를 규정하고, 국민복지를 증진하며 우리들과 우리 후대를 위한 자유의 축복을 확보하기 위해서 헌법을 제정한다.
